"Preposterous! This organization has existed independently of the military branch since its inception! We serve as their superiors, NOT their equals!"
The underground assembly hall of the Central 46 shook as its members roared in exclamation. Forty-five old men clamouring for attention like infantile children, no doubt emboldened to new heights by the faceless anonymity of their positions. This was truly the heart of bureaucracy.
"I could no more welcome a Shinigami into our ranks than I could welcome a pet to my dinner table!"
At the room's center stood a tall, thin man -- a white haori draped casually over his back. Seemingly unphased by the crowd's shouting, he stood by calmly as the focus once again turned to him.
"Yuu Yashin, Grand Kido Chief and Commander of the Kidoshu -- before this council rules on the issue of your appointment, do you have anything else to add?"
The man slowly raised his head and surveyed the room. Forty-five old men surrounded him, their faces completely obscured by the signs they had carefully placed before themselves. They spoke without hesitation or fear. After all, they were all but untouchable -- the ruling body of Soul Society housed deeply underground, beyond the reach of their subjects.
"Well...?"
"If I may humbly present a recommendation to this esteemed body: please take the night to consider my proposal."
Soft and yet strangely reverberent, the man's voice echoed throughout the hall. Any lingering conversations between members of the council ended abruptly ended as he began to speak.
"All living creatures place their faith in something more powerful than themselves. Soul Society puts their faith in the Gotei 13, and then, to escape the unbearable burden incurred by that faith, the Gotei 13 puts their faith in you."
The man slowly began to make his way out of the chamber, now completely silent but for the sound of his steps.
"Show them that their faith is not misplaced."
