In the wake of the numerous attacks on major cities and in the face of the staggering number of lives lost by these attacks by unknown assailants, the United Nations Security Council secretly contacted the five permanent member-states of the UNSC -- the United States, the United Kingdom, China, the Russian Federation, and France -- to join a secret meeting to be held in an undisclosed area in Paris, France on the 14th day of February. Representatives from private military corporations, independent military contractors, and arms manufacturers are encouraged to join by reason of the start of discussions in the possible creation of an independent military branch of the UNSC composed of these groups for the purpose of subjugating local warlords all over the world who have been capitalizing on the chaos to further their own agendas while the UNSC works behind the scenes to gather information on the 'terrorists' behind the deadly attacks.
