9th Division Lieutenant

Kazuhiro Hisashi, lieutenant of the 9th Division, nodded towards the two Shinigami who stood guard at the entrance to the 2nd Division's headquarters. He was a familiar face around these parts though Hisashi noted that they didn't looked altogether pleased with his presence. The vice-captain wasn't overly popular among his peers due to the nature of his duties. He had files on most members of the Gotei thirteen and one could never be too sure if they were under investigation. Of course the truth was that Hisashi rarely needed to investigate current members of the divisions. Yet the lieutenant kept many secrets and that bothered other Shinigami; it was only natural to fear that which you didn't know. Hisashi wasn't really concerned with whether people liked him or not. He had a job to do and he would do it, there was no need to complicate things with petty emotions.
Of course if there was any squad that could relate to the necessity of discretion then it would be the 2nd. They did much of Soul Society's 'dirty work'; assassinations, spying, and general subterfuge. The Gotei 13 had been around for some time, Arrancar and Quincy were hardly the first threat they had faced. Hisashi saw potential dangers in the reports he read every day. Working alongside the 2nd was often crucial to making sure they remained nothing more than names on a paper. Soul Society housed many souls and not all of them were benevolent or fond of the Gotei 13. The Gotei's past wasn't all flowers and sunshine; grudges were not something so easily forgotten. It was for this very reason that Hisashi had come to meet his counterpart within the 2nd. Pockets of Rukongai had become rather dangerous despite the peace that had been declared.
Peace sells, but apparently not everyone was buying. There were too many old wounds, too many lives lost in the past centuries for people to suddenly be happy. Hisashi had seen the uglier side of Soul Society during his early days in the 9th. He would spend months at a time in some god-forsaken district to gain the necessary information. The lieutenant didn't sympathize with such malcontents but he could at the very least understand their point of view. The upper echelons of the Gotei knew just how fragile the current situation Soul Society was. Hisashi had the feeling that they were currently experiencing the calm before the storm. Now I'm waxing on providential, thought the lieutenant with some measure of exasperation. He just needed to stick to the facts for the moment.
After a few moments of navigating through the hallways of the HQ, he found himself standing before the office of the 2nd's Vice-Captain. Hisashi found the door already opened and knocked before letting himself in. He had just spent a great deal of time sneaking about Rukongai, his near infinite patience was beginning to wear some. Hisashi always kept to formalities but that didn't necessarily make him a pleasant person. Work was work, so he was sure that his fellow VC would give him the benefit of the doubt.
"How rare to see you behind a desk," remarked the lieutenant of the 9th. One crimson and one dull-yellow eye rested on the woman. Kyoko was a good deal younger than him but then again so were most of the captain, let alone their lieutenants. "I would have left this report until tomorrow but unfortunately I do believe the situation merits some measure of haste,"continued Hisashi with little preamble.
"I've received some disturbing reports from West Rukongai's 67th district approximately a month ago and I have only just returned from there after investigating the matter personally. It seems things have escalated quicker than I anticipated," explained Hisashi with a hint of bitterness. He was not fond of being wrong.
He paused for a moment before continuing, "I could have simply let you read the report but I think a personal explanation would be much quicker since I suspect you will have some questions of your own." There was a flicker of something on Hisashi's face that may have been akin to disgust, most likely due to the remark he was about to make, "I could also use a second opinion."
